Manitoba Provincial Nominee Program (MPNP)

The Manitoba Provincial Nominee Program (MPNP) is one of the most popular of Canada’s Provincial Nominee Programs. It nominates the prospective immigrants with skills and relevant experience to work and settle in Manitoba. The program is strategically designed to attract immigrants who are skilled workers who can benefit the sectors with labour shortages and entrepreneurs planning to establish and operate an agricultural business in the province. Throughout 2018 to 2019, Manitoba Provincial Nominee Program has undergone tremendous transformation. It has restructured the old streams with amended eligibility criteria and opened new streams to fasten the immigration process.

Major Immigration Categories for MPNP

In order to receive the Provincial Nomination Certificate through MPNP, the immigrants can submit their applications as per the following streams:

  • Skilled worker immigration stream (including Manitoba and Overseas)
  • Manitoba business investor stream (including farm investor and entrepreneur pathway)
  • Modern community driven immigration initiative
  • International education stream

The provincial Nomination Certificate through MPNP is considered as a pathway to Canadian permanent residence. As per the requirements of MPNP immigration streams, the foreign nationals are allowed to settle in Manitoba permanently.

Skilled Worker Immigration Stream

The Skilled Worker category works through an “Expression of Interest” system. In this category, the candidates are required to go through a series of questions online before submitting any document or profile into the pool. Based on the responses, the candidate will be invited to submit an application to MPNP. This immigration stream is divided into the following sub-categories:

1. Skilled worker in Manitoba:

This category accepts the applications from temporary foreign nationals who are working in Manitoba and have received permanent or full-time job offer from an employer based in Manitoba. It consists of the two pathways, stated below:

  1. Manitoba Work Experience Pathway: It is a pathway to attain Canadian permanent residence for individuals working in Manitoba on a temporary work permit. It is specifically designed for temporary workers and international students graduated from post-secondary institutions in Canada.
  2. Employer Direct Recruitment Pathway: It is a pathway for the applicants with approved job offers from a recognised Manitoba employer. In this category, the applicants are interviewed by the representative of MPNP outside of Canada and an eligible employer to receive an invitation to apply for MPNP.

2. Skilled Worker Overseas:

This immigration stream assesses the candidates by using points- based system. They need to score a minimum of 60 points in factors such as Age, Language proficiency, Work Experience, Education and Adaptability. It is further divided into two main pathways:

  1. Manitoba Express Entry Pathway: Candidates who can demonstrate work experience in any of the in-demand occupations of the province and a strong family connection to Manitoba are eligible to apply for MPNP. They need to have an active Express Entry Profile and meet the minimum requirements to enter the pool.
  2. Human Capital Pathway: It is a pathway for foreign skilled workers who have experience in Manitoba’s in-demand occupations. They need to demonstrate the ability to settle in the province with strong labour market connections in their field.

Business Investor Stream

Formerly known as MPNP-B, the stream targets individuals who wish to establish and operate a business in Manitoba. It works on “Expression of Interest” system and the applicants are invited to apply for immigration as per their qualification and score. It includes two major pathways, stated below:

  1. Farm Investor Pathway: Formerly known as Farm Strategic Recruitment Initiative, the pathway allows the individuals who have relevant work experience in farm business to apply for nomination. They need to demonstrate sufficient funds to establish and operate a new farm business in the province.
  2. Entrepreneur Pathway: It is the replacement of MPNP- B stream that targets the eligible foreign business owners. They need to demonstrate the intent to establish, purchase or co-own an existing business on a temporary work permit.

Modern Community Driven Immigration Initiative

This category of immigration targets the individuals who can work with local employers to fulfil the labour market needs such as Welders, Carpenters, Cooks and Plumbers. They must demonstrate language proficiency and should be between 21 and 45 years of age. Additionally, they need to have sufficient funds to establish themselves in the province.

International Education Stream

It is a new stream designed to provide permanent residence to international graduates who can meet the needs of the industry. There are three major pathways in the category, stated below:

  • Career Employment Pathway
  • Graduate Internship Pathway
  • Students Entrepreneur Pathway
Eligibility Requirements for the Career Employment Pathway
Criteria Minimum Requirement
Education Graduated in the past 3 years from a designated post-secondary institution (minimum one year, two semesters, full-time coursework);
Official Languages Proficiency Minimum CLB 7
Current Employment in Manitoba

Must have a full-time job offer from an eligible current employer, with a minimum 1-year contract on Manitoba’s published In-Demand Occupations list that is consistent with the applicant's completed training.

The applicant must be working full-time in Manitoba at the time their application is assessed.

Note:

• The MPNP may impose program or occupation-specific limits.

• Graduates of Manitoba Degree programs qualify provided they have a job offer in any NOC 0, A, B on the MPNP's in-demand occupations list

Settlement Funds

The applicant must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period.

OR

The applicant must be employed in a full-time, long-term position in Manitoba

Adaptability

Applicants must be residing in Manitoba at the time of application.

They must show the intent to continue to reside in Manitoba after the nomination, including the submission of a Career Employment Plan demonstrating opportunities for a successful career track in Manitoba.

Eligibility Requirements for the Graduate Internship Pathway
Criteria Minimum Requirement
Education Completed a master's or doctoral degree program in Manitoba within the past 3 years
Official Languages Proficiency Minimum CLB 7
Current Employment in Manitoba

If an applicant completed a master's or doctoral program in Manitoba with a completed Mitacs Elevate or Accelerate internship (including Accelerate Entrepreneur) with eligible industry and research enterprises in Manitoba, the applicant is not required to have a job offer at the time of application.

Settlement Funds

Applicant must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period.

OR

Applicant must be employed in a full-time, long-term position in Manitoba.

Adaptability

Applicant must be residing in Manitoba at the time of application. Applicant must show the intent to continue to reside in Manitoba after the nomination, including the submission of a Career Employment Plan demonstrating opportunities for a successful career track in Manitoba.

Eligibility Requirements for the Student Entrepreneur Pathway
Criteria Minimum Requirement
Business Experience

A business plan is required as part of the application to MPNP.

The applicant must operate the business as a senior manager on a daily basis from the place of business in Manitoba for at least 6 months prior to nomination while on a valid temporary work permit, consistent with the requirements of the Business Performance Agreement (BPA).

Business equity ownership of at least 51%.

Official Languages Proficiency Minimum CLB 7 (For this pathway only, IELTS – Academic is accepted in addition to other language proficiency tests)
Education

Complete a full-time post-secondary program in Manitoba that is at least two (2) years in duration. (distance learning or compressed academic programs are not eligible)

Studies and/or work/business experience outside of Canada will be considered as beneficial but not are not an eligibility requirement

Age 21-35
Adaptability

Applicant must:

• Have a valid open work permit or post-graduation work permit (PGWP) at the time of application;

• Have continuously resided in MB since graduation; and

• Show intent to continue to reside in MB after the nomination.

Net Worth / Settlement Funds

A deposit is not required.

Minimum net worth is not an eligibility criterion; however, net worth/ source of funds will be considered for the purpose of evaluating the potential to successfully execute the business plan.

The applicant must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period.

Personal net worth will be verified by a third-party supplier approved by the MPNP. A verification report, along with the application, must be submitted to the MPNP within 120 days of receiving the LAA.

Business Performance Agreement After an application is approved, a Business Performance Agreement (BPA) must be signed prior to the MPNP issuing the applicant a letter of support for applying for a temporary work permit.
